You kneed to know first what is the RPM (Revolution Per Minute) of your engine - lets call it X.
Now you kneed to know the RPM of the rear wheel lets call it Y. Y=X*R1/R2 (R1 -the radius of the engine wheel, R2 -the radius of the rear wheel).
The speed of the scooter is then (let call the speed S): S=Y*2P*R2.
